Biography:

Polish engineer, émigré activist, rector of the Polish University Abroad, minister in Kazimierz Sabbat's government. He attended the Communications Officer Cadet School. During World War II, he served as an officer in the Independent Carpathian Rifle Brigade. After the war, he studied Mechanical Engineering at Herriot-Watt College and Civil Engineering at Polish University College. In 1965, he defended his doctoral thesis. From 1976 to 1979 he served as Minister for Information and Documentation, and from 1979 as Minister for Emigration.
