The IGCMO Marine Engineering Research Institute of the Mohamed Boudiaf University of Technology in Oran was built between 1977 and 1979, with a reinforced concrete and skeleton structure, infilled with precast reinforced concrete elements and fines. The dome was to be constructed using thin-bed, prestressed sphere technology. The area of the designed complex was to be 170,000 m2.

The design was made by the employees of the Miastoprojekt Bydgoszcz Design and Research Office, Brunon Węsierski and Grzegorz Chodkowski.
