The Georgia Parliament Library was established in 1846, commissioned by the Governor General's Office. The library's collection grew rapidly. By 1859, it already held 13260 volumes. In 1931, the collection was moved to the former bank building, designed by Henryk Hryniewski and Anatoly Kalgin. The building was constructed between 1912 and 1915. In addition to designing the building, Hryniewski took care of the furnishings and decoration, including the wall paintings. In 2018, conservation work was carried out on the polychrome.
