On the site of present-day Rijeka, there is a picturesque villa of the Dworski family. At the time when it was built there was a village called Sušak, only after World War II it was incorporated into Rijeka. Emanuel von Dworski, who came from Poland, lived there. A Pole, who was born in Chernivtsi in 1875. His father was also Emanuel, a secondary school teacher and education inspector.

At the age of 15, Dworski entered the Imperial Royal Military Naval Academy in Rijeka. He graduated four years later and his service in the Austro-Hungarian Navy lasted until the end of the First World War. von Dworski's first significant mission was a voyage aboard the SMS Albatros to the Pacific Ocean in 1895-1898, which included a visit to the Hadramaut area of the Arabian Peninsula and an expedition to the Solomon Islands. In 1906, he undertook service on the SMS ship Kaiser Franz Josef I, participating in an expedition to the Far East, where he visited Ceylon, China, Korea and Japan, among other places.

During the First World War, Emanuel von Dworski took an active part in combat operations, fighting on board the SMS Helgoland in the battles near the Otranto Gate. In 1918, he was promoted to the rank of frigate captain. After the end of the war, von Dworski became the SHS Naval Delegate in Rijeka, responsible for taking over all the facilities, equipment and materials of the former Austro-Hungarian Navy on behalf of the newly formed state. In 1932, for his merits and experience, he was appointed Honorary Consul of the Republic of Poland in Sušak by the President of the Republic of Poland, being the first and only Honorary Consul of the Republic of Poland on the territory of present-day Rijeka. He died on 31 December 1941 in Sušak, now part of Rijeka, and was buried in the Ružić family mausoleum in Trsat.

In 2022, on the occasion of the celebration of the 3rd of May Constitution, a plaque was placed on the building to remind the history of the place:

U ovoj villi djelovao je od 1932. do 1941 / pocasni konzulat Republike Poljske / s kapetanom fregate Emanuelom von / Dworskide Prus (1875-1941). / In this villa from 1932 to 1941 operated / the Honorary Consulate of the Republic of Poland / of Poland with the captain of the frigate / Emanuel von Dworskide Prus / (1875 -1941) at the head //.

Within Croatia, from 1932 to 1939 also Smodlaka Hranko served as Honorary Consul in Split. Interestingly, this consulate had a contractual employee, who was Jaździk Eustachy. The third consulate, on the other hand, was located in Dubrovnik, in the years 1935-1937 this function was held by Dr Stefan Racic. On the other hand, there was the Polish Consulate in Zagreb, while the Embassy in Yugoslavia had its seat in Belgrade.
