The building was designed in the 1970s and completed in the 1980s. It was designed by Andrzej Riabow-Dutkiewicz in collaboration with Jerzy Pierzchlewicz (structural design). This 19-storey building was until recently the tallest building in the city. Due to the difficult sesquicentennial conditions, erecting such a tall building in this area was considered almost impossible. The building, kept in a brutalist style, was part of a concept for the redevelopment of Kabul adopted back in 1965 in collaboration between the Moscow City Building Institute and the Kabul City Planning Office, which envisaged a functionalist division of the city's structure.
