The memo relates to the construction of two monuments to Casimir Pulaski in the United States, which were funded by donations from the Polish community living in those cities. The monument in Stevens Point, Wisconsin, was unveiled on 11 October 1929 and is still located in McGlachlin Park. A second monument from Milwaukee, Wisconsin, was finally erected in 1931 and was designed by American-born Joseph A. Kiselewski.
