For the construction of a monument to Polish heroism in France. The Committee for the Construction of a Monument in Honour of Poles Fallen in France in 1914-1918, under the Protectorate of the President of the Republic of Poland and Marshal Piłsudski, issued a proclamation which reads: "From Alsace to the blue shores of the North Sea, numerous monuments convey to the ages the pious memory of the heroism of nations, great areas and lesser ones, long famous for their virtues of chivalry and newcomers.

The French fought here, the Belgians, the English, the Canadians, the Americans, the Italians, the Portuguese, the Czechs... Where are the Poles? Apparently nowhere, because who can notice in the dignified procession of marble, bronze and granite tributes a modest wooden cross marking the site of the first, magnificent and victorious Polish attack on German barbed wire and machine-gun nests on the road from Arras to Bethune? The projected monument is to stand in the village of La-Targette, where 3,000 Poles fell, amidst the headquarters of Polish emigrants."
